The Trainer smiles shaking the boy from Three's hand as he then swiftly begins the assessment. He figures its better not to waste their time since death is dangerously close to their existence. Sucks for them...

"So Mr. Jewel, its windy out and you want to make a fire. What is a possible risk for doing so?"

Bolt Jewel

Bolt looked at the trainer and took a minute to think.  Of course, the answer might have been obvious but Bolt was from one of the smartest districts in Panem.  Which meant he overthought everything.  "Wind resistance could extinguish the fire before it could even begin to ignite.  And the embers could scattered, which could cause a fire to spread."
